I'm aware some people build Nethril for CB and only use his A1 this would not apply to that use of Nethril. Considering the warmaster mastery would have a 60% chance of hitting on each enemy in an AOE attack, I think I would strongly consider warmaster instead if I planned on using him in standard PVE, which typically has waves of 4 enemies. In other words, 2 out of 4 turns are potentially 1-hit AOEs (even more if paired with someone who reduces cooldowns). Each is on a 5-turn cooldown unbooked or 4-turn cooldown booked. Though his A1 hits 3 times, his A2 & A3 are both 1-hit AOEs on relatively short cooldowns, especially when booked. Take Nethril for example, since I'm just about to finish him in Minotaur's Labyrinth so he's on my mind.
One of the few exceptions I can think of is Coldheart's recommendation to boost crit damage instead. I seem to almost always see the recommendation to pick the giant slayer mastery if A1 hits 3 or more times.
